Buddhist master Huei Neng once traveled to Fa Sing Temple in Guangzhou where Priest In Zong was lecturing Buddhism. A puff of wind blew the banner and one of the monks present said: “The wind is moving.” Another monk said: “The banner is moving.” The two monks then disputed about it.
    Master Huei Neng then stepped forward and said: “It is neither the wind nor the banner that is moving; it is your heart that is moving.”
    It is a natural phenomenon that a banner swings when the wind blows, but a quarrel arises and dispute occurs because human mind is unsettling. Government officials should persist on the original ideal of high-quality service and honest behavior; only resisting external material desires can one keep troubles in the world of mortals off.
