Why is the administrative enforcement authority the first to notify for compulsory enforcement, rather than the tax authority?

All cases enforced by the Agency's subsidiaries have been through notification procedures by the transferring authority, or else no enforcement can commence. Before a case is submitted by the transferring authority for enforcement, the said authority must make its best effort to push for payment. If there is any case submitted to an administrative enforcement agency without properly-served notices, please notify the transferring agencies and enforcement branches for further action.
